Exactly what is kept

The numbers on the bill. My connection number, the month, units, charges, meter readings, and on a shop or factory bill the demand, power factor and time-of-day figures. Also the PIN code from the address, so a hot month in my area can be told apart from a bill that is genuinely wrong. Nothing else from the address: no name, no street, no flat number, no phone number. No payment history. Each bill builds a longer history, and I can delete all of it at any time.

A meter reading I give myself. The number and the date, kept so the page can show where this month is heading while there is still time to change it. It is never treated as a bill, never mixed into my billed history, and never used to check anybody’s arithmetic. A photograph of the meter is read on WattCheck’s own machine and deleted the moment it has been read; only the number survives. The delete page removes it with everything else.

A bill that cannot be read, whether I upload it or forward it by email. The document itself is held, because there is no other way to find out why a layout failed. It is deleted as soon as the reader can handle it, and after 30 days whatever happens. Used for that and nothing else: never to build my history. It stays on WattCheck’s own machine and inside its own encrypted backup, and goes nowhere else. Sending the same file to the delete page removes it at once, whichever way I sent it. A bill that reads normally is deleted the moment it has been read.

A shop bill sent as a picturethree real bills, one shop, off the same phone scanner, all three priced against the approved rates for a shop under 20 kW. Each scan lost a different cell of the charge table. Two lost a line the schedule fixes outright, the fixed charge or the energy charge, and that figure is used only because the bill’s own total and its duty each demand it; the page says so beside it rather than ticking it. On our server one bill’s fuel line is also misread by the first reader and read correctly by a second. Three bills, three different kinds of damage survived: that is the honest measure of this row.

Older bills, 2023 to 2025household bills: send them. The approved rates for both years are on file, from the regulator’s own order and cross-checked against the correction it issued later. The two years are NOT equally proved, and the difference is worth knowing. 2023‑24 has been checked against paper: one real May 2023 household bill prints those same rates on itself and adds up to the paisa against them. One month, one connection, one household tariff. 2024‑25 has been seen on no bill at all - we trust it because its figures are, to the paisa, the April to June 2025 card that a real bill did prove, since the next order came late and those months were still billed at the old rates. That is good evidence and it is not a bill. The fuel adjustment for either year is published nowhere we can reach, so it is read off the rate card printed on your own bill: your bill proves its own fuel rate and we hold no independent copy to check it against. Nearly every row here moves when somebody sends a bill. The household side was checked against 61 real bills before it quoted anyone a rupee. A farm bill has been through the approved rates exactly once, and the workshop and factory side rests on one factory’s own months, which is why both of those pages tell you how few bills sit behind them. If you have a shop, workshop, factory or farm bill, we would rather have it than a subscription.

The rates themselves are not guesswork either. This year's household and agricultural rates were read out of the Maharashtra Electricity Regulatory Commission's own tariff order (every band, every fixed charge). You do not have to take that on our word: every rate we hold is published, each card naming the order and the page it came from, back to April 2023, and marked where a figure has never been compared with a real bill.

Where a rate comes from when nobody publishes it

One line on your bill cannot be checked against anything published in time: the fuel adjustment. It changes every month. MSEDCL's own filings of it arrived about five months late and stop at March 2025. The regulator's approval letters run about six months behind, approve a total in crores, and never state the paise per unit your bill actually charges.

So we read it off the rate card printed on your own bill, and prove it by reproducing that bill's own fuel charge to the paisa. That is 18 months pinned that way, May 2023 to Sep 2026. We used to transcribe these from an order. The April to June 2025 rates came that way once and every figure was wrong, which is why the bill itself is the source now.

FixedA bill emailed to us could be lost if it arrived in the wrong second, and the sender would never have known.
Twice in a day our mail receiver stopped and restarted, both times because a machine somewhere on the internet failed to start an encrypted conversation with it in a way it did not expect. Anything arriving in that moment went nowhere: no reply, no report, nothing to say it had happened. A connection that cannot be set up is now noted and ignored, and the receiver keeps answering everybody else. If you emailed a bill in the last two days and heard nothing back, please send it again.

help@, ideas@ and the rest are for a person writing about their bill, and four broadcasts reached us through them in eleven days. A message carrying the marks of a mailing list, an unsubscribe link, a campaign or feedback id, a bulk precedence, is now refused while the sending machine is still connected, so nothing is accepted and quietly binned and no bounce goes out in our name. Those addresses also take three messages a day from any one sender, and a fourth is answered with a note saying the earlier ones arrived and somebody will read them. Both refusals are final rather than a "try again later", so if one of them ever catches a real person their own mail program tells them at once instead of retrying quietly for two days and handing them a failure notice at the end of it. A bill sent to bills@ is not touched by either rule, and postmaster@ and abuse@ take everything, because the mail standards require it.

Until today one of these was checked and then held nowhere: you got your answer and no way back to it. The month now joins your saved page like any other, with a link to keep, and the page says plainly that the meter was not read for it and that the units came from the charges on the bill. It is kept as a reading rather than with money beside it, because the row that carries money is filed by the dates your billing period ran between, and a bill raised without a meter prints none. Sending the same bill by email files it too, exactly as the website does.

On a metered agricultural connection MSEDCL sometimes issues a bill with the meter row left blank, because nobody read the meter that month. We used to refuse those. They are now checked line by line against the approved agricultural rates: the units are worked out from the wheeling charge and the rate printed beside it on your own bill, and the period from the billing period the bill states. Nothing is stored for such a month, because a stored month carries the meter reading and this one has none, so it is shown to you and kept nowhere. Where the period straddles a change of rates we still say we cannot price it, rather than use the wrong year's figures.
